Dr. Carmel Gafa` LL.D. graduated from the University of Malta in 1990 with a Doctor of Laws (LL.D.) and an additional Diploma in Business Law & Accountancy. Dr. Gafa` subsequently obtained his warrant as a Notary Public and Commissioner of Oaths and is nowadays a respected member of the Maltese Notarial College.
